Board of National Experts from CIS Countries
on Lasers and Laser Technologies
1. General Provisions
The scientific/technical progress of the modern society each day widens the scope of application for laser equipment - in science, industry, medicine, communications, agriculture, etc. Likewise, the social need in works aimed towards creation of laser equipment and its introduction into practice.
In CIS countries that have inherited the powerful laser potential from USSR the works on lasers are one of the scientific/technical priorities. Hundreds of projects on lasers, laser methods and technologies are being accomplished here.
In order to provide a qualified and objective evaluation of laser projects offered for completion and realized in CIS countries on a government, regional and international level a Board of National Experts from CIS on Lasers and Laser Technologies is being created within the Laser Association - a mass professional scientific/technical association for organizations and specialists that form the laser potential of CIS. The short name for this Board is "Board of Experts" .
2. Activities of Experts within the framework of the Board
Members of the Board of Experts are primarily attracted for consulting and expertise of projects submitted to Ministries and State Committees of CIS countries - participants of the Laser Association, and also for checking the results of work on such projects.
Members of the Board of Experts are primarily attracted to work as part of scientific, consulting and coordinating Councils (committees) on state and regional programs in the field of lasers and their applications, in qualifying and educational/methodical Committees upon relevant specialties.
Members of the Board of experts are recommended by corresponding government bodies as experts to National non-government structures selecting laser investment projects.
Members of the Board of Experts must actively propagate laser equipment, laser methods and technologies through regular abstracts in scientific, popular and mass media, by participating in discussions, by reading lectures and meeting with potential and current users of laser equipment.
Members of the Board of Experts must oppose the advertisement of low-quality laser products, improper laser technologies, laser medical methods and equipment that have not been duly attested, etc.
When providing any kind of consulting and expertise, making speeches for any audience, Members of the Board of Experts must display high professional competence, provide objective judgement, protect domestic scientific and technical priorities, improve the prestige of the laser society of CIS countries.
National Experts - Members of the Board of Experts - are personally invited to Assemblies and Conferences of the Laser Association.

. Structure of the BoardThe Board of experts is formed of experts of highest qualification in the following areas:
The Board includes total 200 people of which 140 are elected in Russian Federation, 20 in Belarus and Ukraine each, 7 - Armenia and Uzbekistan each, 3 - Kazakhstan and Kirgizstan each.
Quotas for number of members of the Board selected from each region and/or within the framework of specific specialization are determined prior to elections by a mutual decision of Council (Bureau) of LAS Regional Center and the Ministry (State Committee) of Science (in Russia - LAS Council, State Committee on Science and Technology, Ministry of Instrument Making).
The Board of Experts is not a legal person and does not have an inner executive structure. Informational and organizational support of day-to-day operations of the Board is provided by Regional Centers and Headquarters of LAS. Financing of the expertise/consulting activities of the Members of the Board is provided by organizations-customers upon established procedure.
The activities of National Experts - Members of the Board of Experts are commented in "Laser-Inform" Bulletin on a regular basis; also their articles and reviews are published here, and also information on the elections to the Board.
4. Procedure of forming of the Board
Members of the Board are elected by ballot at the Assembly (Conference) of LAS for a three year term upon the nomination by the Council of LAS and Councils (Bureaus) of Regional Centers of LAS. The decision is passed by qualified majority of 2/3 of votes. The nomination of candidates to Members of the Board are submitted to specified Councils not later than 1 1/2 months prior to elections by corporate members of LAS; the nominated experts do not have to be employees of nominating companies. The right of nominating candidates to Members of the Board of Experts is also granted to government agencies in CIS countries that finance programs on laser equipment and its applications. The list of candidates to Members of the Board is published in "Laser-Inform" bulletin for public discussion.
The composition of the Board elected by Assembly (Conference) of LAS is approved by Ministries (State Committees) on Science and Technology of CIS countries the experts of which have become Members of the Board.
Members of the Board of Experts are provided with election certificates and Certificates of Member of the Board signed by heads of corresponding Ministries (State Committees) and Laser Association.
The elections are conducted once in three years. If required, additional elections can be held in between. The date of elections is set by LAS Council and announced not less than 2 months prior to election date.
The main criteria for election of Members of the Board of Experts are:
High professional qualification that has received public recognition;
Academic degrees and academic titles are important but not decisive for election to the Board of Experts.
Since the election of specialist as Member of the Board is an acknowledgment as National Expert, it is certainly an evidence of his significant contribution towards the development of laser equipment, of high professional competence, active government position, specialist that have been elected to the Board three times are granted with the title of "Honored Scientist" by home country.
Members of the Board that fail to perform their responsibilities described herein, discrediting the title of National Expert on Lasers and Laser Technologies can be expelled from the Board by a mutual decision of LAS Council and Ministry (State Committee) of Science of his home country with further consent of the Assembly (Conference) of LAS.
